During the industrial revolution,Britain’s economy made great progress,but there were many drawbacks in social governance,especially in crime and prison governance,such as mixed custody,poor management,etc.During this period,society poured out a large number of prison reformers.Elizabeth Fry,an outstanding prison reformer in the early 19th century,made great contributions to the improvement of the management and living conditions of female prisoners and the prison environment,improving the living environment of female prisoners and promoting the development of the British prison reform movement.
