教育对外开放是中国对外开放的重要组成部分。近年来,我国出国留学人员整体呈现规模庞大且增长迅速、分布区域广泛但相对集中、年龄跨度大、低龄化趋势明显和归国从业类型多样、就业层次较高等特征。由于所处环境复杂,我国部分出国留学人员易受错误社会思潮的影响,主要表现在:对中国特色社会主义的认同感降低,对辩证唯物主义和历史唯物主义世界观和方法论产生动摇,行为方式发生扭曲等。因此,我国出国留学人员已经成为我国意识形态建设领域不可忽视的重要群体。防治错误社会思潮冲击我国出国留学人员的思想行为,需要坚持党的领导,发挥多元主体的协同作用,建立"硬治理"与"软同化"相结合的留学人员意识形态管控方法,坚持和强化马克思主义主流意识形态的地位,从而加强新时代我国出国留学人员意识形态建设,建设具有强大凝聚力和引领力的社会主义意识形态。

Education opening to the outside world is an important part of China’s opening up to the outside world. In recent years, the number of Chinese students studying abroad has grown enormously and rapidly. The distribution area is extensive but relatively concentrated;the age span is large, the trend of younger age is obvious;the types of returning to the country are diverse, and the level of employment is high. Due to the complicated environment, some Chinese students studying abroad are inevitably affected by the wrong social thoughts, mainly because of the lowering of their sense of identity with socialism with Chinese characteristics, the shaking of dialectical materialism and historical materialism, the world view and methodology, and the way of behavior. Therefore, the Chinese students studying abroad have become an important group that can not be ignored in the field of ideological construction in China. It is necessary to build a system of"rigid and soft"from the construction of the"one-dominated, multi-dimensional synergy"ideology guidance system for overseas students, such as the method of personnel ideology control, strengthening and consolidating the dominant position of mainstream ideology theory, responding to the impact of erroneous social thoughts on Chinese students studying abroad, thus strengthening the ideological construction of Chinese students studying abroad in the new era, and promoting the construction of socialism with Chinese characteristics.
