科学理解和贯彻以人民为中心的发展思想必须坚持辩证法:一方面,在思想来源上,既要看到中国传统的"民本"思想和近代西方的"人民"概念的积极内涵,也要分析它们的局限性,以人民为中心的发展思想是中国化马克思主义的综合创新;另一方面,在思想内容上,既要看到"五大建设"的顶层设计的宏观指导性,也要探讨实践中具体落实的可操作性,让以人民为中心的发展取得成效。此外,在实际工作中,既要看到人民群众的历史创造性,也要分析群众可能具有的局限性,正确地处理领导和群众的关系,把以人民为中心的发展思想落到实处。只有这样,对以人民为中心的发展思想的学习才能结出现实之果。
