基于试点地区的我国科技金融效率评价研究

Research on the Evaluation of my country's Technology Finance Efficiency Based on Pilot Areas

科技与金融结合是实现创新驱动和高质量发展的重要动力。基于三阶段DEA模型,本文对国家促进科技与金融结合两批试点发展效率进行测度,同时利用Tobit模型对科技金融效率的影响因素进行分析。结果表明:试点地区科技金融效率发展态势良好,剔除环境因素后,北京、安徽、陕西等7个试点省区的技术效率处于前沿面,其他多处于规模报酬递增阶段。科研资金投入、科研氛围及高技术产业发展程度对科技金融效率具有显著正向影响。本文在转变政府职能、深化金融支持及加强外部环境建设三个方面提出了相关建议。

The combination of technology and finance is an important driving force for innovation-driven and high-quality development.Based on the three-stage DEA model,this paper measures the development efficiency of two batches of pilot projects that the country promotes the integration of technology and finance,and uses the Tobit model to analyze the factors affecting the efficiency of technology finance.The results show that:the development of technology and financial efficiency in the pilot areas is good.After excluding environmental factors,the technical efficiency of the seven pilot provinces,including Beijing,Anhui,and Shaanxi,is at the forefront,while the others are mostly at the stage of increasing returns to scale.The investment in scientific research funds,the scientific research atmosphere and the degree of development of high-tech industries have a significant positive impact on the efficiency of technology finance.Finally,relevant suggestions were put forward in three aspects:transforming government functions,deepening financial support,and strengthening external environment construction.
