SWOT分析视角下地方融资平台的转型升级探究--以H市城投公司为例

On the Transformation and Upgrading of Local Financing Platform from the perspective of SWOT Analysis--Take H City Investment Company as an Example

新时期地方融资平台受经济体制改革、投融资体制改革、财税体制改革等宏观经济政策影响,亟需从广受地方政府干预、非市场化的融资平台角色转型升级为经营自主、自负盈亏的市场化企业主体。从SWOT分析视角探究地方融资平台转型升级的优势、劣势、威胁、机会,以H市城投公司转型升级的具体实施策略和实施成效为例,提出地方融资平台转型升级的路径。

In the new era,the local financing platform is affected by macroeconomic policies such as economic system reform,investment and financing system reform and financial and tax system reform.It is urgent to upgrade from a widely interfered and non market-oriented financing platform to a market-ori⁃ented enterprise with independent operation and self-financing.This paper attempts to explore the advan⁃tages,disadvantages,threats and opportunities of the transformation and upgrading of local financing plat⁃forms from the perspective of SWOT analysis.Taking the specific implementation strategies and results of the transformation and upgrading of H city investment company as an example,this paper puts forward the transformation and upgrading path of local financing platforms.
