高校党组织是基层组织的重要组成部分,提升高校党组织的组织力具有十分重要的意义。这是一项系统工程,需要以学习教育长效机制为基础,以基层组织互帮互助机制为手段,以党员干部服务群众长效机制为举措,以保障党员权利机制为载体,以"双带头人"培养机制为关键,以监督机制为保障,共同解决基层党组织弱化、虚化、边缘化问题。

For an important part of the grass-roots organizations in universities,it is of great signifi⁃cance to enhance the organizational strength.In the new era,it is a systematic project to improve the or⁃ganizational strength of grass-roots Party organizations in universities.It is necessary to take the longterm mechanism of learning and education as the basis,the mechanism of mutual assistance of grassroots organizations as the measures,the long-term mechanism of Party members and cadres serving the masses as the carrier,and the mechanism of protecting Party members’rights as the move.Further,it is essential to focus on cultivation of“double-leaders”in Party branch cause and academic career with su⁃pervision mechanism as the guarantee,so as to solve the problems of the weakening,the blurring and the marginalizing in grass-roots Party organizations.
