The First East Timor Crisis and Australia s Response(1974-1976)

“第一次东帝汶危机”在笔者目之所及的历史学研究成果中,“东帝汶危机”可代指由于1975年12月7日印尼入侵并占领东帝汶所导致的1975—1976年、1999—2000年两次大的危机中的任意一次。近年来,也有媒体与学者将2006年发生在东帝汶的政治与军事波动冠名为“东帝汶危机”。本文主要研究对象为1975—1976年危机及其前后一段时间的历史,故本文后面所称的“东帝汶危机”皆指“第一次东帝汶危机”。(以下简称:“东帝汶危机”)指由于1975年11月28日东帝汶宣布独立,12月7日印度尼西亚武装干涉并占领东帝汶所引发的冲突事件。危机爆发前,澳大利亚政府出于对地区秩序的考虑以及对共产主义渗透可能性的担忧,对东帝汶独立建国问题持反对立场,对印尼兼并东帝汶持支持立场;而在1975年12月7日印尼军队公然入侵东帝汶,危机正式爆发后,澳政府对印尼以武力干涉东帝汶表现出反对立场。澳政府在危机的不同阶段分别采取了相应的应对措施,澳政府的应对与澳大利亚周边安全情况、印尼在东帝汶的行动以及澳大利亚的国际形象等问题息息相关。

“The first East Timor Crisis”(hereinafter referred to as“the East Timor Crisis”)refers to the conflict caused by the declaration of independence by East Timor on November 28,1975,and the armed intervention and occupation of East Timor by Indonesia on December 7.Before the crisis broke out,the Australian government held an opposition to East Timor s independent due to concerns about possible chaos and penetration of communism,and supported Indonesia s incorporation of East Timor.After the crisis broke out on Dec.7th,1975 when the Indonesian army blatantly invaded East Timor,the Australian government expressed its opposition to Indonesia s intervention in East Timor by force.The Australian government took corresponding measures at different stages of the crisis.The Australian government s response is closely related to questions as the security situation around Australia,Indonesia s actions in East Timor and international image of Australia.
