湖南省排污权交易的现状调查与对策研究 被引量:1

摘要 为了总结湖南省排污权试点积累的经验,以期为湖南省乃至全国排污权交易制度的完善与实践提供参考,通过梳理湖南省排污权交易试点发展历程,对排污权管理、交易现状进行研究,对近年来排污权有偿使用、交易等数据进行了分析。研究结果表明,湖南省已建立了相对较完善的排污权交易基本制度和交易平台服务体系,形成了全省排污交易的市场体系,但在制度保障、管理模式、宏观调控、基础研究等方面存在不足,在此基础上提出了夯实制度基础、坚持市场原则和优化管理手段等对策建议。 For summarizing the accumulated experience in the pilot projects of pollution rights trading in Hunan Province,and providing a reference for improving the pollution trading system in Hunan Province and the country at large,the status quo of the pollution rights management and trading system was studied,and data about compensated use and trading of pollution rights were analyzed based on the introduction of the development of pollution rights trading pilots in Hunan Province.The research shows that Hunan Province has established a relatively perfect basic pollution rights trading system and a trading platform service system,and has formed a market system for pollution rights trading within Hunan Province.However,there still exist some drawbacks in system guarantee,management mode,macrocontrol and basic research.In view of those drawbacks,it is suggested that some countermeasures shall be taken,including consolidating the system foundation,adhering to the market principles and optimizing the management means.
