完善和发展壮大农村集体经济具有重要的现实意义和理论价值。农村集体经济是社会主义公有制经济的重要形式,其三种实现形式的演变体现了符合历史条件的发展进程。进入新时期,要根据所处的环境与发展条件,要平衡主导农村集体经济发展的正反两个方面的主要力量,进一步发展壮大农村集体经济。建议顺势而为、有的放矢、有力有效地推进完善和发展壮大农村集体经济,大力推进全面深化农村改革,切实巩固社会主义公有制在农村的发展。

It is of great significance in reality and theoretic value to improve and develop Rural Collective Economy(in short, RCE). RCE is one important form of Socialist Public Ownership. RCE’s change in three forms reflects the development progress with the historical condition. According to RCE’s development environment and conditions in the new era, we should balance the main powers of both positive and negative, and enchance RCE’s devopment in the future. It suggests to improve and develop RCE following the trend, targeting the goal, with effort and efficiency, and put forward the comprehensive rural reform deeply with great effort, so as to enhance the development of socialist public ownership feasibally.
