根本制度层面的意识形态工作责任制落实的思考

Thoughts on the Implementation of the Ideological Work Responsibility System at the Fundamental System Level

落实党对意识形态工作的领导权、管理权、话语权等具体制度安排,需要通过多重维度、多种途径来实现。实践发展到哪一步,制度建设就要跟进到哪一步。当前百年未有之大变局带来社会焦点问题改变,使人们对许多问题认识不清;市场经济等价交换原则的冲击和渗透对构成主流意识形态的政治学说、信仰体系、象征形式形成消解之危;传播媒介技术迅猛发展给主流意识形态建设环境带来革命性变化;国内外各种错误思潮在竭力争夺意识形态话语权和影响力。因此,落实意识形态工作责任制不仅具有紧迫性,而且必须以习近平总书记关于意识形态建设重要论述为遵循,坚持党管媒体原则不动摇,用好“关键少数”,区分政治原则问题与思想认识和学术观点问题的不同,加强意识形态阵地建设与管理,真正实现各级领导干部知责履责守责目标。

The implementation of specific institutional arrangements for the C.P.C’s leadership,management,and discourse power over ideological work needs to be achieved through multiple dimensions and multiple channels.At any step in the development of practice,we must follow up to the step of system construction.The current changes which was unprecedented in the past century have brought about changes in social focus issues,and people do not have a clear understanding of many issues;the impact and penetration of the principle of equivalent exchange in the market economy poses a danger of dissolving the political doctrine and belief system that constitute the mainstream ideology;the rapid development of the media technology has brought revolutionary changes to the mainstream ideological construction environment;various erroneous trends of thought at home and abroad are struggling for ideological power and influence.Therefore,the implementation of the ideological work responsibility system is not only urgent,but also must be followed by General Secretary Xi Jinping’s important statement on ideological construction,adhere to the principle of the C.P.C’s control over the media,and make good use of the“key minority”to strengthen ideological position construction and management to truly achieve the goal of leading cadres at all levels knowing their responsibility and being responsible.
