北京市社区卫生人力资源配置现状研究

Research on human resource allocation of community health service institutions in Beijing city

目的:全面了解北京市社区卫生服务机构卫生人力资源配置状况,分析存在的问题并提出相关建议。方法:利用2014-2018年北京市社区卫生常规数据监测结果,结合北京市统计局、北京市卫生健康委信息中心等部门公布的数据,以及历史资料进行分析。结果:2018年全市社区卫生服务机构在岗37464人,其中卫生技术人员31163人(83.2%);全科医生6378人、护士8482人、预防保健(专职)3560人,分别占卫生技术人员的20.5%、27.2%、11.4%。每万人口卫生技术人员、全科医生、护士、专职防保人员分别为14.5人、3.0人、3.9人、1.7人,分别比2014年增加1.6人、0.3人、0.4人、0.3人。2014-2018年在岗人员呈现逐年增长趋势,年平均增长速度3.02%。社区卫生技术人员学历情况:2018年本科生及以上学历人员占47.0%,比2014年增加12.9个百分点;社区卫生技术人员职称情况:2018年高级职称占比为7.4%,比2014年增加1.1个百分点。结论:社区卫生人才队伍建设不断加强,卫生技术人员本科及以上人员学历及高级职称比例逐年增加,但人员职称还是以初级及以下为主,学历和职称水平还有待进一步提高。

Objective:To understand the allocation of health human resources in Beijing community health service institutions and analyze the existing problems and put forward relevant suggestions.Methods:From 2014 to 2018,the routine data of community health in Beijing city was used,combined with the data which released by Beijing municipal bureau of statistics,Beijing municipal health commission information center and other departments,combined with historical data for analysis.Results:In 2018,there were 37464 staffs in community health service organizations in whole city,included 31163(83.2%)health technicians.There were 6378 general practitioners,8482 nurses and 3560 preventive health care(full-time),which accounted for 20.5%,27.2%and 11.4%of health technicians,respectively.There were 14.5,3.0,3.9 and 1.7 health technicians,general practitioners,nurses and full-time protection personnel per 10,000 population,respectively,it was an increase of 1.6,0.3,0.4 and 0.3 respectively over 2014.In 2014-2018,the number of on-duty staff increased year by year,with an average annual growth rate of 3.02.The educational background of community health technicians,there were 47.0%of undergraduates and above in 2018,12.9 percentage points more than in 2014.Professional titles of community health technicians,the proportion of senior professional titles in 2018 was 7.4%,1.1 percentage points more than in 2014.Conclusion:The construction of community health talents has been continuously strengthened.The proportion of health technicians with bachelor's degree and above and senior professional titles have increased year by year,but the professional titles of personnel are still mainly junior and below,the level of education and professional titles need to be further improved.
