共建共治共享格局下城市社区治理研究--以福建省福州市为例

Research on Urban Community Governance Under the Pattern of Co-construction,Co-governance and Sharing:A Case Study of Fuzhou

共建共治共享格局下城市社区治理离不开共建的多元参与、共治的联动与共享的目标成效。福建省福州市推进城市社区治理过程中,在党建引领、提升社区居委会治理能力以及社会组织和社工参与等方面取得初步成效,但是在社区自治、治理主体均衡发展、联动共治机制以及法律、人才保障方面还存在制约和瓶颈。推动城市社区治理,需要进一步健全社区自治机制,优化共建结构,建立共治机制,提升社区治理法治化、专业化、智能化水平,从而提升共建共治共享下的城市社区治理水平。

Under the pattern of co-construction,co-governance and sharing,urban community governance cannot be separated from the target effect of co-construction,multiple participation,co-governance linkage and sharing.In the process of promoting urban community governance,Fuzhou city in Fujian province has made initial achievements in guiding community governance through party building,enhancing the ability and role of community neighborhood committee governance,and promoting social organizations and social workers to participate in community governance.However,there are still constraints and bottlenecks in the promotion of community autonomy,the balanced development of governance bodies,the linkage and co-governance mechanism,and the law and talent guarantee.To promote urban community governance,it is needed to further improve the community autonomy mechanism,optimize the co-construction structure,and at the same time establish the co-governance mechanism,strengthen the linkage and coordination of subjects,and improve the law-based,professional and intelligent level of community governance,so as to improve the level of urban community governance under co-construction,co-governance and sharing.
