地方高校非核心期刊作者中途撤稿行为与应对

我国的期刊评价机制直接与职称晋升、课题结题以及研究生毕业挂钩,而地方高校非核心期刊处于劣势地位,普遍存在期刊特色不明显、同质化严重、影响力低等特点,在优质稿源不足的情况下,作者在论文出版前中途撤稿行为还屡见不鲜,严重地扰乱了编辑的工作安排及期刊的排版秩序,影响了编辑工作的正常进行。究其原因主要是期刊等级不够,作者一稿多投,不愿意完成退修以及出版时滞长等情况。地方高校非核心期刊要想从根本上解决作者中途撤稿问题,需要社会、学校、作者、编辑共同努力,完善当前期刊评价机制的同时,重视和支持编辑队伍建设,提升期刊自身的学术影响力,进而推动地方高校非核心期刊的健康良性发展。

Due to the evaluation mechanism of journals in China is directly linked to the promotion of titles,subject completion and postgraduates’graduation,and the non-core journals of local universities are in a disadvantaged position,the journals are of high homogenization instead of being distinguishable,with low influence.With insufficient manuscripts,it is not uncommon for the authors to retract the manuscripts before the publication of the paper,which seriously disturbs the editors’work arrangement and the typesetting order of the journal,and affects the normal operation of the editorial work.The main reason is that the grade of the journal is mediocre and the authors have more than one option,unwilling to revise and wait.In order to fundamentally solve the problem,it is necessary for the society,schools,authors and editors to work together to improve the current evaluation mechanism of journals,attach importance to and support the construction of editorial teams,and enhance the academic influence of journals themselves,so as to promote the healthy development of non-core periodicals in local universities.
