基于山西6个贫困县调查的贫困地区易地扶贫搬迁社会评价

Social Evaluation on Relocation of Impoverished Residents in Poor Areas Based on a Survey of Six Poverty-stricken Counties in Shanxi Province

为评价易地扶贫搬迁的政策效果提供参考,采用社会评价方法,选取社会影响、社会互适性和社会风险3个维度构建搬迁项目社会评价指标体系,对山西6个贫困县搬迁农户的调查结果进行分析。结果表明:易地扶贫搬迁对移民的收入、就业、物质资产和当地的产业经济发展、公共服务和基础设施均产生积极的社会影响;易地扶贫项目符合国家的政策方针和当地的发展程度,获得了公众和各级组织的支持与积极配合,但公众的参与度仍有限;搬迁后移民存在社会融入、生活负担和人力资本不足等社会风险。进一步促进搬迁群体社会融入,提高移民的人力资本和生计可持续性是易地扶贫搬迁亟需解决的主要问题。

In order to provide a reference for evaluating policy effect for relocation of impoverished resident,the investigation results for relocated household of six poverty-stricken counties in Shanxi are analyzed based on establishing social evaluation index system for relocation project through selecting three dimensions of social impact,social adaptability and social risk by using social evaluation method.Result:Relocation of impoverished residents has a positive social impact on income,employment and material property of relocated residents and industrial economic development,public service and infrastructure of local areas.Relocation poverty alleviation project is accordance with national policy and guidelines and local development level,which obtains support and cooperation actively by the public and various organizations,but the participation of the public is still limited.The social risks of social integration,living burden and insufficient human capital for relocated residents existed.The main problems for relocation of impoverished residents need to be solved from further promoting social integration,improving human capital and livelihood sustainability for relocated residents.
