摘要
师德失范行为处理是师德问责的重要环节,也是规范师德行为的有力保障。我国高校师德的规范化进入精细化发展阶段,亟需解决申诉处理主体不够明晰、申诉步骤尚待完善、申诉制度亟需细化、执行监督出现缺位等现存问题。高校要通过明确申诉处理机构地位、健全申诉流程、建立申诉听审制度、规范申诉处理依据、强化监督执行力度等建设师德失范行为处理申诉机制,体现依法、民主、科学治校。
The handling of ethics misconduct is an important link of teachers’ moral accountability and a powerful guarantee to standardize teachers’ ethics behavior. The standardization of teachers’ ethics in colleges and universities in China has entered the stage of refined development. It is urgent to solve existing problems,such as the lack of clear subject of appeal processing,imperfect appeal steps,rough appeal system,and absence of execution supervision. College and universities should clarify the status of appeal handling institutions,improve the appeal process,establish the appeal hearing system,and standardize the principal evidence of handling appeals. They should also strengthen supervision and implementation of the construction of ethics misconduct to deal with the appeal mechanism,so as to rule the universities by law,democracy and scientific governance.
