乡村振兴战略下开放大学助推乡村人才振兴的研究 被引量:20

摘要 实施乡村振兴战略,必须振兴乡村人才。开放大学在助推乡村人才振兴过程中大有作为,然而,乡村人口"空心化"、开放教育服务体系未能实现村级全覆盖、"自上而下"的教育供给导致供需错配,以及单一主体推进乏力是开放大学所面临的现实问题。为此,开放大学应从产教融合,完善开放教育服务体系,实现开放教育与信息技术的深度融合,培养一支懂农业、爱农村、爱农民的乡村教师队伍,以及继续推进重大规划项目进展等方面,探索新时代开放大学创新发展之道。据此,提出营造良好的开放教育发展环境,建立多元主体共同参与的乡村人才振兴动力机制,构建开放教育人才质量评价体系等保障措施。 It is necessary to revitalize rural talents when implementing strategy of rural revitalization. Open universities play an important role in promoting the revitalization of rural talents, however, rural population hollowing, school running organization system of open education failing to cover all the countryside, top-bottom of education supply causing mismatch between supply and demand, and insufficiency of single entity promotion are practical problems faced by open universities. Therefore, open universities should explore the following ways of innovation in the new era: enhancing industry-education integration, improving school running organization system of open education, implementing deep integration of open education and information technology, cultivating rural teachers who understand agriculture, love rural community and farmers, and continuing to boost project planning. Accordingly, some guarantee measures are put forward, for instance, creating favorable environment for development of open universities, establishing motivation mechanism of multi-subject participation, and constructing the talent quality evaluation system of open education.
