摘要
慕课对高等教育教学改革产生了深刻影响,但是慕课学分互认的范围仍然有限。学分银行可以作为第三方认定机构,建立统一的学分互认标准,有效地支持和推进慕课学分互认工作。分析了学分银行支撑慕课学分互认的适切性,认为学分银行与慕课建设理念趋同,学分银行标准建设可以规范慕课学分互认,学分银行转换规则下可建立学分换算比例。从标准规范建设、学分互认细则、学分认定流程、学分转换办理和质量保障机制等方面,构建了基于学分银行的学分互认框架。从政策保障、服务体系、标准规则、教务管理、数据通道五个方面提出了慕课学分互认的实现路径。
MOOC has a profound impact on the teaching reform of higher education, but the scope of mutual recognition of MOOC credits is still limited. Credit bank can be a third-party accreditation institution, establish a unified credit mutual recognition standard, and effectively support and promote the work of MOOC credit mutual recognition. This paper analyzes the suitability of credit bank to support the mutual recognition of MOOC credits, and holds that there is a convergence of concepts between credit bank and MOOC construction. The standard construction of credit bank can regulate the mutual recognition of MOOC credits, and the conversion rules of credit bank can establish the credit conversion ratio. The credit mutual recognition framework based on credit bank is constructed from the aspects of standard construction, credit mutual recognition rules, credit recognition process, credit conversion processing and quality assurance mechanism. From five aspects of policy guarantee, service system, standard rules, educational administration management and data channel, this paper puts forward the realization path of MOOC credit mutual recognition.
