外卖食品强制责任保险可行性研究

摘要 社会力量参与食品安全治理,是改善食品安全问题的有效措施。面对频发的外卖食品安全事件,引入强制保险机制是保障食品安全、维护公众生命健康的重要手段。但目前,我国食品安全责任保险工作并不顺利。究其根源在于缺乏政府引导和市场培育,保险制度不完善和食品事故难定责。因此,构建外卖食品安全强制保险制度,并且根据责任划分确定建立双轨赔付制;同时建议采取外卖平台、商家和消费者三方共担保费的方式,互相监督,提高三方的安全责任意识,降低食品安全事故的发生概率。 Social forces participating in the governance of food safety status are effective measures to improve food safety issues.In the face of frequent takeout food safety incidents,the introduction of a compulsory insurance mechanism is an important means to ensure food safety and maintain public life and health.But at present,my country’s work to promote food safety liability insurance is not going well.The root cause lies in the lack of government guidance and market cultivation,the imperfect insurance system and the difficulty in condemning food accidents.Therefore,we have established a takeout food safety compulsory insurance system,and established a dual-track compensation system based on the division of responsibilities;at the same time,we recommend the takeout food platform,merchants and consumers The method of coguarantee fees,mutual supervision,improve the safety awareness of the three parties,and reduce the probability of food safety accidents between the platform and the merchants.
