摘要
辽宁新民经济开发区于1992年成立,主导产业为造纸和医药等,辖区企业具有高耗能、高耗水等特点,循环化改造潜力明显。分析可知,该区的循环化改造要从提高水资源利用入手,抓重点企业和重点项目,构建内部中水循环体系;要推进热电联产、废物焚烧、污水处理与中水回用等项目,构建主导产业间大循环和主导产业内的中循环。要发挥政策优势,积极引入生物医药、医疗器械等战略新兴产业,在提高产业发展质量的同时,获得更多的财政收入。
Liaoning Xinmin Economic Development Zone was established in 1992.The leading industries are paper-making and pharmaceutical.The enterprises have the characteristics of high energy consumption and high water consumption,and the potential of recycling transformation is obvious.The analysis shows that the recycling transformation in this area should start with improving the utilization of water resources,focus on key enterprises and key projects,construct the internal reclaimed water circulation system;it should promote the projects of cogeneration of heat and power,waste incineration,sewage treatment and reclaimed water reuse,and construct the large circulation between leading industries and the medium circulation within leading industries.It should give full play to policy advantages and actively introduce strategic emerging industries such as biomedicine and medical devices to improve the quality of industrial development and get more revenue at the same time.
