生态经济:新时代生态文明建设的基础与支撑

Ecological Economy:The Foundation and Support of Ecological Civilization Construction in China

生态经济是新时代中国特色社会主义生态文明建设的主要经济形态,是生态文明建设的基础与重要支撑,生态文明建设则是"五位一体"总体布局的组成部分。论文在分析生态经济内涵外延、发展规律和基本特征的基础上,构建了以生态经济为核心的新时代生态文明建设逻辑框架,简要总结了我国生态经济发展的初步成效和存在问题,提出了新时代生态经济发展的总体思路、基本原则(包括政府主导、市场推动,企业主体、全民行动,目标导向、有序推进,重点突破、示范引领,立足实际、精准施策,依法施治、永续发展等)和重点任务(覆盖夯实产业基础、强化融合发展、打造文化内核、坚持系统治理、培育发展动力等);并就更好地发挥政府、市场和各社会主体作用,促进生态经济健康持续发展等提出了对策建议。

The ecological economy is the basic economic form of ecological civilization with Chinese characteristics in the new era,as well as the foundation of the construction of ecological civilization,and the construction of ecological civilization is an important part of the five-sphere integrated plan.On the basis of in-depth understanding of the connotation and extension of ecological economy,development rules and basic characteristics,this paper constructs the connotation logic framework of ecological civilization construction with ecological economy as its core in the new era,and briefly summarizes the preliminary achievements and existing problems in the development of ecological economy in our country.It puts forward general ideas,basic principles(includes government-led and market-driven,enterprise-oriented and public action,goal-oriented and orderly progress,key breakthrough and demonstration lead,based on reality and implement policies accurately,law-based governance and sustainable development,and so on)and key tasks(e.g,consolidating the industrial foundation,strengthening integrated development,building cultural core,adhering to system governance,fostering development power and so on).The paper also puts forward some suggestions on how to give full play to the role of the government,the market and various social subjects to promote the healthy and sustainable development of ecological economy.
