摘要 在生态文明建设已上升至国家战略的情况下,经济与环境协调发展是必然选择,发展绿色经济、实现工业绿色化转型迫在眉睫。针对绿色工业发展水平评估问题,论文提出一种基于集对分析和TOPSIS耦合的评价方法。该法从集对分析理论出发,引进TOPSIS的思想,以熵权法确定各指标的客观权重值,再通过考察待评方案与理想方案、负理想方案、中间方案的欧氏距离来建立联系度表达式,最终根据γ_i准则来判定工业绿色发展水平。应用于测算15个副省级城市2016年的工业绿色发展水平,结果显示排名前六名均为东部沿海城市,而中西部及东北地区的城市排名稍靠后,与实际情况基本相符,作为一种新的评价思路可用于区域工业绿色发展水平测算。 Under the circumstances that the construction of ecological civilization has risen to the national strategy,the coordinated development of economy and environment is an inevitable choice.It is extremely urgent to develop a green economy and realize the industrial green transformation.Based on the assessment of the development level of green industry,this paper proposes an evaluation method based on the combination of set pair analysis and TOPSIS.Starting from the theory of set pair analysis,this method introduces the idea of TOPSIS,determines the objective weight value of each index by entropy weight method,and establishes the connection degree expression by examining the Euclidean distance between the plan to be evaluated and the ideal plan,negative ideal plan and intermediate plan.Finally,the industrial green development level is determined according to theγi criterion.It is used to measure the industrial green development level of 15 sub-provincial cities in 2016.The results show that the top six are all eastern coastal cities,while the cities in the central and northeastern regions are ranked slightly behind,which is basically consistent with the actual situation.As a new evaluation idea,it can be used to calculate the regional industrial green development level.
