中国台湾地区“零废弃社会”构建经验对“无废城市”建设的启示

Experience and enlightenment of the construction of "No-Waste City" in the construction of "Zero Waste Society" in Taiwan, China

固体废物污染问题备受重视,“无废城市”建设旨在有效提高固体废物管理水平。在介绍我国“无废城市”试点建设的基本内涵、目标与路径的基础上,结合我国台湾地区“零废弃社会”构建所获得的经验,试提出符合中国大陆的“无废城市”推进与实施方式,以期推动城市固体废物源头减量,提高资源回收利用水平,保障危险废物安全处置,显著提升城市的环境效益、经济效益和社会效益。

The problem of solid waste pollution has received much attention,and the construction of"No-Waste City"aims to effectively improve the management level of solid waste.On the basis of introducing the basic connotation,goals and paths of the pilot construction of"no-waste city"in China,combined with the experience gained from the construction of a"zero waste society"in Taiwan,this paper put forward the implementation experience of"No-Waste City"in line with the national conditions of the mainland to promote the reduction of urban solid waste in the source,improve the level of resource recycling,ensure the safe disposal of hazardous waste,and significantly improve the environmental,economic and social benefits of the city.
