我国现代海洋渔业园区经营模式与机制建设研究

Study on the management mode and mechanism construction of Chinese modern marine fishery park

现代海洋渔业园区是技术变迁与制度变迁交互作用的产物,是海洋渔业发展进程中一种新的资源配置方式。我国现代海洋渔业园区发展尚处于探索阶段,存在着资源整合力度不够,体制机制呆板僵化,发展模式单一乏味等问题,发展过程中出现了一些深层次的社会矛盾。创新现代海洋渔业园区经营模式与机制对节约集约利用海域资源,化解海洋开发利用中的各种社会矛盾具有重要意义。本文借鉴工业园区经营模式及其成功经验,探索我国现代海洋渔业园区经营模式,并从产权机制、经营机制、管理机制、科技机制、财政机制与融资机制方面提出机制建设的对策建议。

Modern fishery park is a product of technological and institution interaction change, and it is also a new way of resource allocation in the process of development of marine fishery. The development of modern marine fishery park in China is still in the exploratory stage, which has the problems such as lack of resources integration, rigid system and mechanis m, single development mode and so on. There are also some deep social contradictions in the development process. The innovation of modern marine fishery park management mode and system mechanism has important significance to economical utilization of ocean resources, improving the utilization efficiency of marine resources and resolving the conflicts in utilization of marine. This paper learns experience from industrial park management mode to explore the modern fishery park management mode and puts forward countermeasures and suggestions for mechanism innovation from property rights mechanism, operational mechanism, management mechanism, technology mechanism, fiscal mechanism and financial mechanism.
