水上移动业务标识码(MMSI)管理工作对于提高海上遇险搜救效率、保障渔船安全生产作业具有重大意义。本文介绍了我国渔船水上移动业务标识码管理背景与现状,针对管理过程中面临的号码备案信息与船舶实际身份信息不符的问题,围绕政策法规、管理体制、监管措施及技术服务保障等方面,分析论述了当前管理工作中的隐患和不足,提出了解决方案及管理对策,以期加速形成渔船MMSI合规编制和使用的局面。

Maritime Mobile Service Identities(MMSI)plays a key role in improving efficiency of search and rescue at sea and ensuring safe production of fisheries. In this paper, the background and current status of marine fishing vessel MMSI management are reviewed. Aiming at the problem that MMSI registration information is inconsistent with the actual identific ation of the ship, it analyzes and discusses the hidden dangers and deficiencies in the current management work around policies, regulations, management systems, regulatory measures and technica l service guarantees. Finally, solutions and management strategies are put forward to accelerate the formation of the MMSI compliance and use of fishing vessels.
