县域公共图书馆体系化建设现状.问题与对策——以广东省为例

Current Situation,Problems and Countermeasures of Systematic Construction of County Public Libraries in Guangdong Province

文章根据2016—2019年广东省县级公共图书馆总分馆从试点建设到全面推进建设及服务的情况,结合广东省公共图书馆事业发展整体现状,分析了广东省县域公共图书馆体系化建设、服务统筹协调等方面的特点:发挥政府主导职能;加强文献资源与服务统筹协调;建立统一的业务、服务管理平台;各馆因地制宜开展多元化建设模式;依托阵地,开展特色服务。并针对存在的问题提出相关完善的策略:逐步推动直属总分馆制;打破分区域分级财政下固定资产管理的框架;盘活书刊资源;充分借助省级图书馆及市级图书馆综合优势;加强公共文化服务与科技的融合。旨在不断改善区域发展不平衡、不充分的现状,提高基本公共文化服务覆盖面和适用性。

The paper analyzes pilots built and the construction process of main-branch county public libraries between 2016 and 2019 in Guangdong and the services they provide.Whafs more,it also discusses the overall picture of public library construction in Guangdong.The paper identifies features of the systematic construction and services libraries provide.The construction is under the guidance of local government and it aims to provide coordinated services related to literature resources.A platform is built to provide various services.Libraries are constructed according to local features to provide distinctive services.The paper also stresses problems libraries encountered during the construction and offers improvement strategies.We must roll out the program of main-branch library and work to make full use of literature resources through getting rid of the fixed assets management under the budget classification system.We also need to rely on provincial and municipal libraries to improve our services.At last,we should integrate high technology into public cultural services.That is how we can make public services more accessible and targeted through further coordinated and advanced regional development of public libraries.
