双一流建设背景下我国高等教育国际化的逻辑建构与战略选择

On the Logical Construction and Strategic Choice of China s Higher Education Internationalization under the Background of Double First-class Construction

从世界一流大学的建设发展轨迹来看,国际化是其重要的战略选择和外在特征,也是提高国际高等教育话语权与竞争力的必然选择。在双一流建设背景下,我国高等教育确立了进一步提升国际化水平的发展方向,但也面临着参与主体意识不足、过于追求量的发展、教育载体不够丰富、机制体制尚待完善等现实问题。要想尽早走出高等教育国际化的困境,必须从办学目标、办学内容、办学结果等方面入手坚持正确的价值取向,从高校与高等教育发展的内生动力、国家与社会建设的外部需求两个维度入手构建基本逻辑进路,然后通过拓宽国际发展视野、丰富教育教学载体、突破管理体制边界、加强国家战略设计等战略选择,全面、协调推进高等教育国际化的建设与发展。

From the construction and development of world-class universities,internationalization is an important strategic choice and external feature,and also an inevitable choice to improve the discourse power and competitiveness of international higher education.In the context of double first-class construction,China s higher education has established a development direction to further enhance the level of internationalization,but it is also facing practical problems such as insufficient participation of subjective consciousness,excessive pursuit of quantitative development,insufficient educational carriers,and inadequate institutional mechanisms.In order to get out of the predicament of internationalization of higher education as soon as possible,we must adhere to the correct value orientation from the objectives,content,and results of school running,and build the basic logical approach from the intrinsic motivation of the development of colleges and higher education,as well as the external demand of national and social construction.Then we should comprehensively and coordinately strengthen the construction and development of higher education internationalization through strategic choices such as broadening the horizon of international development,enriching the carrier of education and teaching,breaking through the boundaries of management systems,and strengthening national strategic design.
