北京市公共建筑能耗数据应用服务方案探讨 被引量:4

摘要 为约束公共建筑用能,近年来北京市采取了包括公共建筑能耗限额管理、节能绿色化改造及逐年民用建筑能耗统计等在内的系列节能管理措施,逐步形成了多个公共建筑相关数据平台,并尝试将各平台数据融合,以期形成一个统一的北京市公共建筑全能耗数据平台。这些平台数据若仅用于公共建筑节能管理工作,数据作用未充分发挥,必将形成数据孤岛和数据“坟墓”,同时宣传力度不够、渠道不畅通被认为是阻碍管理工作不顺畅的重要原因之一。基于此,团队采用文献检索、互联网调研、对比分析、现场考察以及方案设计等方法,通过调研北京市公共建筑多个能耗相关数据库的具体内容及数据,从数据应用服务平台、数据开放及数据分析工具三方面,提出了基于数据库的面向政府部门、企业、建筑业主的大数据应用服务方案,以期使得从数据的采集到应用构成一个完整的回路,形成良性循环,为政府提高建筑节能的发展动能提供参考。 In order to restrict the energy-use in public buildings,Beijing has adopted a series of energy-saving management measures in recent years,including the energy-consumption quota management,energy-saving and green renovation,and annual energy consumption statistics of civil buildings,which has gradually formed a number of public building-related data platforms.Recently the government is trying to fuse the data of these platforms,in order to form a unified energy-consumption data platform of public buildings in Beijing.If the data of these platforms is just used for energy efficiency management of public buildings,then the role of data is not fully utilized,and data islands and graves will be formed.At the same time,insufficient publicity and unsmooth channels are considered to be one of the important reasons that results in difficulties in government’s management.Through methods such as literature review,internet survey,comparative analysis,site inspection,and scheme design,the team investigated the specific content and data of multiple energy-related databases in public buildings in Beijing,analyzed from the data application service platform,data opening and data analysis tools,and proposed a databaseoriented big data application and service plan targeted at government departments,enterprises,and building owners.The main objective of this plan is to form a complete loop and a virtuous circle from data collection to application as well as provide a reference for the government to improve the development gear of building energy-efficiency management.
