论精准扶贫绩效“第三方评估”的经验与启示

On the experience and enlightenment of“third party evaluation”of the targeted poverty alleviation performance

“第三方评估”是扶贫绩效精准考核、科学评估的重要体现,是扶贫精准管理的重大创新。精准扶贫绩效“第三方评估”在实践中获得广泛的社会共识,得益于党和政府对评估工作的重视和评估结论的认可,以及广大干部群众对评估工作的理解和支持,并始终坚持稳定实现“两不愁、三保障”的目标导向,做到变中求进。同时,根据脱贫攻坚新形势和新要求,不断改进和完善评估工作,在评估推进中形成了创新性、实用性的保障体系和运行机制。本文归纳总结了精准扶贫绩效“第三方评估”的基本经验,对打赢脱贫攻坚战和2020年之后的扶贫绩效评估及其制度安排具有借鉴价值和启示意义。

“Third-party evaluation”is an important manifestation of accurate and scientific assessment of poverty alleviation performance,and is a major innovation in the management of poverty alleviation.“Third-party evaluation”of targeted poverty alleviation performance has gained broad social consensus,benefiting from the Party's and government's emphasis on the evaluation work and recognition of evaluation results,as well as the understanding and support of the broad masses of cadres and people.It always insists on stably implementing the goal of“two no-worries and three guarantees”.At the same time,in line with the new situation and new requirements of poverty alleviation,we will continue to improve the evaluation work and form an innovative and practical guarantee system and operational mechanism.This paper summarises the basic experience of the“third-party evaluation”of targeted poverty alleviation performance offering reference value and enlightenment for winning the fight against poverty and for the performance evaluation and institutional arrangement of poverty alleviation after 2020.
