摘要
党的十九大提出,实现小农户与现代农业发展有机衔接,具有深刻的理论价值和时代价值。我国小农户与现代农业发展长期存在着衔接问题,其主要原因在于新型农业经营主体在促进二者有机衔接的机制方面尚不健全。为此,应着力于改善有机衔接的机制,重点以新型农业经营主体为纽带,构建以共享为核心的利益联结机制、创新现代农村金融的担保机制以及优化经济政策体系的传导机制。
The 19th National Congress of the Communist Party of China puts forward the concept that realizing the organic linking between small farmers and the development of modern agriculture,which has profound theoretical value and contemporary value.There is a linking problem between small farmers and the development of modern agriculture in China for a long time.The main reason is that the mechanism of promoting the organic linking between the two is not perfect.Therefore,the country should focus on improving the mechanism of organic linking with the new agricultural operation subject as the connection,constructing the benefits linking mechanism with sharing the benefit as its core,innovating the guarantee mechanism of modern rural finance and optimizing the transmission mechanism of economic policy system.
