我国全民健身志愿服务的演进历程

The Evolution Process of National Fitness Voluntary Service in China

本文以我国全民健身志愿服务的演进历程为研究对象,运用文献资料法和逻辑分析法,依据我国全民健身志愿服务相关政策文件的发布时间及解读,结合每个时期在政策环境下所出现的全民健身志愿服务的标志性事件,将我国全民健身志愿服务的演进历程按照时间线划分为:萌芽时期(1990—2000年)、进化阶段(2001—2007年)、蓬勃发展时期(2008年至今)3个阶段。揭示了我国的全民健身志愿服务从无到有、从早期的依附于赛会志愿服务到完全独立地进行服务、服务队伍从零散无组织到形成系统的组织管理体系、志愿者队伍逐步壮大、服务方式从单一向灵活多样化转变的发展过程。

Based on the evolution of the national fitness volunteer service as the research object,this paper uses the methods of literature and logic analysis,on the basis of the released time and interpretation of national fitness volunteer service related policy document,combining with the landmark events of national fitness voluntary service in the policy environment in each period,divides the evolution process of national fitness volunteer service in China into three stages according to the time line:gestation period(1990—2000),evolutionary stage(2001—2007),and the booming period(2008 to present).It reveals the development process of the national fitness voluntary service in China from scratch,from the early voluntary service attached to the competition to completely independent service,from scattered and unorganized service team to the formation of a systematic organization and management system,the gradual growth of the volunteer team,and the transformation of the service mode from single to flexible and diversified.
