2019年12月发生的Ⅰ级响应COVID-19突发性公共卫生事件,是人类在防控疫情面前从技术到治理的严峻考验,医药界对类似事件的正确应对将会提高人类对疾病的防治效果,减少生命的损失,为将来未知的公共卫生突发事件提供参考。本文将从国内外突发性公共卫生事件现状、相关的法律法规以及危急情况下安全用药方面,对突发性公共卫生事件药品的安全性监测进行分析和讨论,拟对突发性公共卫生事件特别是现在COVID-19期间的安全用药及应对提供参考。

The level I response to COVID-19 public health emergencies in December 2019 is a severe test from technology to governance in the face of epidemic prevention and control.The correct response to similar events will improve the prevention and control effect of human diseases,reduce the loss of life,and provide reference for unknown public health emergencies in the future.We analyze and discuss the safety monitoring of drugs in public health emergencies from the aspects of the current situation of public health emergencies,relevant laws and regulations,and safe use of drugs in critical situations,so as to provide reference for the safe use of drugs in public health emergencies,especially in the current covid-19 period.
