摘要
随着中国“双一流”建设有序稳步推进,一流本科专业建设“双万计划”进入政策实施阶段。为适应新时代一流专业建设的实践需要,文章提出改变传统的专业要素式评价,代之以专业成效式评价,开拓专业评价的新模式。文章设计了涵盖贡献度、达成度、保障度、开放度、满意度在内的成效式评价框架,并阐释了各评价维度的内涵和评价要素。一流专业建设成效式评价应采用“定性和定量相结合”的评价方法和“建立建设监测平台”的评价策略,进而构建一流专业建设成效指数,有力保障和支持一流专业建设扎实开展。
With the orderly and steady progress of"Double First-class"project,the"Double Million Plan"for first-class undergraduate major construction has entered the stage of policy implementation.In order to meet the practical needs of first-class major construction in the new era,we proposed to replace the traditional element-oriented evaluation with effectiveness-oriented evaluation,developing a new model of major evaluation to cover contribution,achievement,guarantee,openness,and satisfaction.The connotation and key points of each evaluation dimension are carefully illustrated.It is argued that,to construct the first-class major project’s effectiveness index and to guarantee and support the solid development of first-class major construction,the effectiveness-oriented evaluation should employ both qualitative and quantitative evaluation method and the strategy of"establishing a monitoring platform".
