城市型历史文化名村保护规划实施评估方法研究——以山西大阳泉村为例

伴随加快建立历史文化名城名镇名村保护“一年一体检、五年一评估”工作的逐步推进,保护规划实施评估工作正在逐步得到落实。以“城市型”历史文化名村为对象,研究在城市化影响下对历史村落内部物质遗产要素、人居环境要素、社会经济发展要素进行实施效果评估、保护规划与现状的对比,以及基于“变化”效果的政策相关性进行实施过程的全面评估方法。通过评估,全面了解历史文化名村保护规划实施效果的真实情况,为同类型历史文化保护规划实施评估提供操作性强、完整度高的保护规划实施方法,为城市历史文化遗产保护与发展发挥指导性作用。

We are carrying out the Planning evaluation of histori cal Famous Towns and Villages.The assessment implementation of the protection plan is gradually being implemented.This paper takes the historical and cultural village of"city type"as the research object.Under the influence of urbanization,the factors of material heritage,human settlements and social and economic development are evaluated.A comprehensive evaluation method of the implementation process based on the comparison of protection planning and current situation,and the policy relevance based on the"change"effect.Through the evaluation,we can fully understand the real situation of the implementation effect of the protection plan of historic and cultural villages.It can provide a highly operational and integrated protection planning implementation method for the implementation evaluation.It also can play a guiding role in the protection and development of urban historical and cultural.heritage.
