现场处置个人极端暴力行为的战法探析——以持刀斧砍杀为例

On Exploration and Analysis of the Tactics of Handling Extreme Violence of Individuals on the Site--Taking Hacking with Swords or Axes as an Example

囿于我国对于枪支的严格管控,公共场所的个人极端暴力行为多以持刀斧砍杀的形式出现。近年来我国持刀斧砍杀个人极端暴力行为案件的发生率呈上升趋势,严重威胁社会稳定和人民的生命及财产安全。界定并剖析以持刀斧砍杀为典型的个人极端暴力行为的概念及其特点,围绕目前我国公安民警在应对此类案(事)件现场处置中的突出问题展开分析,在此基础上提出有针对性的现场处置战法,可为公安民警安全有效处置持刀斧砍杀个人极端暴力行为提供借鉴。

For the strict control of firearms in China,the extreme violence of individuals in public places always appears in the form of hacking with swords or axes.In recent years,the incidence of the extreme violence of hacking with swords or axes in China has been on the rise,seriously threatening social stability and the safety of people’s lives and property.Therefore,it should define and analyze the concept and characteristics of extreme violence of individuals,which is typical of hacking with swords or axes.Focus on the current prominent issues of the Chinese public security police in dealing with such cases(events)on the site,and put forward the targeted site disposal tactics can provide a reference for the public security police to safely and effectively deal with extreme violence committed by individuals with swords or axes.
