Double-drive:Renewing the Relation Between Party Building and Poverty Alleviation in Grassroots Governance

基层党建、脱贫攻坚是基层社会治理现代化课题中两个重要的维度。由于未能有效厘清党建与扶贫之间的潜在关联,在实践过程中二者缺乏系统性协作,导致推动治理发展的效能不高。江西省XW县案例表明,党建和扶贫的应对策略与方法不能囿于各自独立性运作,更需要二者相互协调性配合。其主要做法是通过建构“党建+扶贫”工作方式:一是组织动员与结构再造,实行组织扁平化管理,增强组织内部动员力和外在作用力;二是社会动员与格局重塑,突出基层党组织统筹和领导社会多元主体参与扶贫,激活内生性力量。从深层次来看,“党建+扶贫”在于党建和扶贫二者之间有统一的领导主体、共同的目标靶向、耦合互嵌的关系、协同互补的机制,最终表征为党建和扶贫的同时嵌入并叠加形成加码驱动的态势,进而再造治理秩序与治理格局,推动基层治理现代化发展。

The Party building at primary level and poverty alleviation are two important dimensions in the field of grassroots governance.Failing to recognize the potential relation between Party building and poverty alleviation and lacking of system cooperation in work reduce the effectiveness in governance.The case of XW County in Jiangxi Province shows that the operation of the Party building and poverty alleviation are not independent,but coordinated.Simply speaking,the work mode is“Party building+poverty alleviation”.First,it means the flat management of the Party,which can enhance internal mobilization and external forces of the Party.Second,it also means social mobilization.More,it indicates that the Party plays an essential role on leading people to participate in poverty alleviation.Deeply speaking,the mode lies in the fact that there is a unified leading body,common goal,embedding relation,and collaborative complementary mechanisms between Party building and poverty alleviation.Last,the mode becomes a double-drive way,which is embedded in the Party building and poverty alleviation.In addition,the mode can rebuild the order of governance and form a new pattern to promote the modernization of grassroots governance.
