联合国教科文组织参与新冠肺炎疫情全球治理的角色、行动与挑战 被引量:6

UNESCO’s Roles,Actions and Challenges in Participating in the Global Governance of COVID-19 Pneumonia Epidemic

摘要 为维护世界和平与安全,联合国教科文组织在参与新冠肺炎疫情全球治理中发挥了重要作用。在此次国际性危机事件中,联合国教科文组织发挥出了应对公共危机的历史经验,也是对其以往危机学习成果的检验,同时,联合国教科文组织创造了数字化时代应对和防范危机的新范式。通过对联合国教科文组织参与疫情全球治理角色的分析,发现联合国教科文组织在发起倡议、协调各方和付诸实践方面展现了其本色职能。联合国教科文组织作为国际合作的重要平台,在教育、科学、文化及信息方面采取了应对行动,发挥其自身优势,在专业领域带动国际社会进行危机学习和危机沟通,通过平等、民主、有效的协调谋求共同利益最大化,不断完善全球治理体系建设。 In order to maintain world peace and security,UNESCO plays an important role in participating in the global governance of COVID-19 pneumonia epidemic.Based on its historical experience in responding to public crises,this international crisis event demonstrates a test of UNESCO’s past crisis learning achievements,and UNESCO also creates a new paradigm for responding and preventing crises in the digital age.Through analysis of UNESCO’s role in the global governance of the epidemic,it is found that UNESCO has played its intrinsic role in initiating initiatives,coordinating parties and putting ideas into practices.As an important platform for international cooperation,the organization has taken actions in education,science,culture and information,and it has leveraged its own advantages in leading the international community to conduct crisis learning and crisis communication in the professional field.It coordinates the international world to maximize common interests,and constantly improve the construction of a global governance system.
