政党是现代国家治理的重要主体,在中国突出表现为中国共产党是中国特色社会主义制度体系的建构者,也是将制度优势转化为国家治理效能的推动者。与西方国家现代化模式呈现“政党缺场”的特点不同,中国现代化道路探索中,提出实现中国现代化的奋斗目标、绘制中国现代化的蓝图、创新中国现代化建设的布局、凝聚全党全国各族人民建设现代化的力量、探索中国特色的现代化模式,都体现了“政党在场”的需要。中国特色社会主义进入新时代,推动制度优势转化为国家治理效能是中国共产党的重大任务。必须通过坚持和完善党的领导制度体系、统筹顶层设计和分层对接、彰显新型政党制度优势、强化制度执行的监督力度,确保中国特色社会主义制度优势转化为国家治理效能,最终实现国家治理体系和治理能力现代化。

Political parties are important subjects of modern national governance.In China,the CPC is the builder of the socialist system with Chinese characteristics and the promoter of transforming the institutional advantages into the national governance effectiveness.It is different from the characteristics of“party absence”in the modernization model of Western countries.In the exploration of China’s modernization road,the CPC has put forward the goal of realizing China’s modernization,drawing a blueprint for China’s modernization,innovating the layout of China’s modernization drive,consolidating the strength of the whole Party and the people of all ethnic groups to build modernization,and exploring the modernization model with Chinese characteristics,which reflects the need for“party presence”.As the socialism with Chinese characteristics enters a new era,it is an important task for the CPC to promote the transformation of institutional advantages into the national governance effectiveness.We must ensure that the advantages of the socialist system with Chinese characteristics are transformed into the national governance effectiveness by adhering to and perfecting the Party’s leading system,integrating the top-level design and layered docking,highlighting the advantages of the new political party system and strengthening the supervision of the implementation of the system,and finally realizing the modernization of China’s governance system and capacity.
