环京津贫困带民族地区生态文明建设的多元主体协同探析——基于承德市的分析

An Analysis of the Multi-agent Collaboration in the Construction of Ecological Civilization in the Ethnic Areas of Beijing-Tianjin Poverty Belt:Based on the Analysis of Chengde City

在京津冀协同发展背景下,环京津贫困带内承德相关县域的生态文明建设面临着巨大的机遇。受到区位条件敏感、环境承载力低、区域间协调不足等因素的制约,积极探索当地生态建设和绿色扶贫的新路径,可以在府际关系理论的指导下,充分借鉴网络化治理的思路,通过构建政府间、政府与市场、政府与社会间的网络,更好地实现协同履责,形成政府主导下多元主体共治的生态文明建设格局,进而提升该地区生态文明建设的治理能力。

Under the background of Beijing-Tianjin-Hebei coordinated development,the ecological civilization construction of Chengde’s related counties in the poverty belt around Beijing and Tianjin is faced with great opportunities,which are restricted by factors such as sensitive geographical conditions,low environmental carrying capacity and insufficient regional coordination.To actively explore new approaches to ecological construction of ethnic regions and green poverty alleviation,we can,under the guidance of the theory of inter-governmental relations,make full use of the idea of networked governance,and better realize coordinated responsibility by building a network between the government,the government and the market,the government and the society.In this way,the construction pattern of ecological civilization with collaborative governance among multiple actors under the leadership of the government will be formed,so as to improve the governance ability of ecological civilization construction in ethnic areas.
