中国能源监管体制深化改革研究

能源监管体制深化改革是近年来中国能源体制改革和推进能源治理现代化的重点内容。中国能源行业监管体制改革经历了一个较为曲折的过程,研究表明,现有能源监管体制还存在能源监管法规难以满足能源监管需要、能源监管机构缺乏明确的监管职责、尚未形成科学的能源监管绩效评价体系等突出问题。中国能源监管机构改革可分阶段采取近期与远期目标模式,以渐进式推进能源监管体制整体改革。为实现上述改革目标,需要从多方面深化能源监管体制改革。

Deepening the reform of the energy regulatory system is the key content of China's energy system reform and the promotion of energy governance modernization in recent years.The reform of China's energy industry regulatory system has gone through a relatively tortuous process.Research shows that the existing energy regulatory system still has outstanding issues such as energy regulatory regulations are difficult to meet energy regulatory needs,energy regulatory agencies lack clear regulatory re⁃sponsibilities,and have not yet formed a scientific energy regulatory performance evaluation system.The reform of China's ener⁃gy regulatory agencies can adopt short-term and long-term target models in stages,and gradually promote the overall reform of the energy regulatory system.To achieve the above reform goals,it is necessary to deepen the reform of the energy regulatory sys⁃tem in many aspects.
