摘要 随着数字经济的蓬勃发展,非正规就业人数进一步增加,这个群体的社会保障问题再度成为热点。尽管政府很努力,但我国面向就业者的社会保险参保率一直不高,其他国家也有类似情况,尤其是发展中国家。因而需要重新审视传统俾斯麦社会保障模式的适用范围。在数字化背景下,必须更加注重社会保障权益的公平性、社会保障责任的清晰度和社会保障技术的先进性。因此,要从整体上构建适应数字化时代的社会保障体系,改造现行社会保障制度,推进社会保障管理体制改革和运行机制创新。 With the boom of the digital economy and the further increase of informal employment,social security for the groups of workers in informal employment has again become a public concern.Despite the efforts of the government,the participation rate of social insurance for the employees has not been high in China,and other countries have similar situations,especially in many developing countries.Accordingly,it is necessary to re-examine the scope of application of the traditional Bismarck Social Security Model.In the context of digitalization,more attention must be paid to the fairness of social security rights,the clarity of social security responsibilities,and the advancement of social security technology.Therefore,it is essential to build the social security system that adapts to the digital era as a whole,reform the current social security system,and promote the reform of social security management system and innovation of operating mechanism.
