蓝与绿:中国海洋强国建设的底色

Blue and Green:The Background Colors of China′s Maritime Power Construction

为加深对海洋强国战略的理解和把握,文章分析其深层的逻辑理路及其暗含的发展思路。研究结果表明:在新时代的历史方位下,我国的海洋强国建设在实践中逐步形成2条清晰的主线,即以蓝色为代表的和平、开放之路以及以绿色为代表的生态、可持续之路;蓝色和绿色成为我国海洋强国建设的鲜明底色,二者不是相互孤立或割裂的,而是相辅相成和互为依托的;在加快建设海洋强国的进程中,必须实现蓝色与绿色的深度融合,合理统筹海洋与陆地、发展与保护、当下与长远以及国际与国内4组重要关系,方能助推海洋强国建设行稳致远。

In order to deepen the understanding and grasp of the strategy of maritime power construction,this paper analyzed its deep logic and implicit development approaches.The research results showed that in the new era,China′s maritime power strategy has gradually formed two clear main lines in practice,namely,the road of peace and opening represented by blue and the road of ecology and sustainability represented by green.Blue and green have become the distinct background colors of China′s maritime power construction.These two background colors are not isolated or separated from each other,but complement and rely on each other.In the process of accelerating the construction of a maritime power,it is necessary to realize the deep integration of blue and green,and reasonably coordinate some important relations,including ocean and land,development and protection,present and future,and international and domestic.Only in this way can we promote the development of China′s maritime power construction to a high level.
