政策精准性视角下复工复产政策文本研究——基于深圳市115份政策文本的内容分析

Research on the Resumption of Work and Production from the Perspective of Policy Precision:A Content Analysis Based on 115 Policy Texts in Shenzhen

新冠肺炎疫情后期,中央与地方政府均制定了系列政策助力企业复工复产,实现复工复产政策有效性的关键在于政策精准性。政策精准性研究框架可从政策主体、政策客体、政策目标与政策工具四个维度构建。文章借助内容分析法,采用Nvivo软件对深圳市115份支持复工复产政策的精准性进行分析。研究发现,深圳复工复产政策中执行主体界定明确,但主体之间协作关系较弱;政策扶持客体锚定精准,对受疫情影响较大的企业与产业实施重点帮扶,并在危机中培育战略性新兴产业的增长;政策实现了精准对接企业资源需求的目标,下一步可加强跨区域要素流动政策的联动性;政策使用分配型、激励型、信息型、服务型四种政策工具保障资源的精准供给,但政策工具具体运用频次差异较大,需加大激励型政策工具的使用力度。

In the late period of COVID-19, the central and local governments have formulated a series of policies to help enterprises to resume work and production. The key to achieving the effectiveness of the resumption of work and production policy depends on the precision of the policy. The research framework of policy precision can be constructed from four dimensions: policy subject, policy object, policy goal and policy tool. With the help of the content analysis method, Nvivo software was used to analyze the precision of 115 policy texts of the resumption of work and production in Shenzhen. It is found that the execution subject of Shenzhen’s resumption of work and production is clearly defined, but the coordination among the departments is weak. The object of policy support is precisely anchored, and the enterprises and industries greatly affected by the epidemic are given priority assistance. Shenzhen’s resumption of work and production also cultivate the growth of strategic emerging industries during the crisis. The policies have achieved the goal of accurately matching the resource demands of enterprises. In the next step, it is necessary to strengthen the linkage of cross-regional factor flow policies. The policies use allocation, incentive, information, and service policy tools to ensure the accurate supply of resources. However, the specific application frequency of policy tools varies greatly, which needs to be increased the use of incentive policy tools.
