“互联网+政务服务”的流程再造与数据共享——基于浙江“最多跑一次”改革的考察

Process Reengineering and Data Sharing of "Internet + Government Service":Based on the Investigation of Zhejiang Province’s "Run Once" Reform

以数字化、网络化、智能化为导向",互联网+"进政府,创新政府治理模式,推动政府治理现代化是大势所趋。"互联网+"结合政府改革目标,基于互联网和大数据技术,挖掘政务数据资源,分析优化政府流程,打通信息沟通渠道,实现政务数据共享共建,加快部门间协作。浙江省"最多跑一次"改革以公众需求为出发点,确立"一窗受理、集成服务"的改革目标,结合云计算技术和大数据分析技术,建设数据共享平台,实现无差别全科受理。从路径依赖视角分析,浙江省政府在改革过程中存在狭隘理解改革理念、部门间利益冲突、体制滞后与跨部门协调障碍、学习应用新技术的挑战等问题,应当坚定改革理念、发挥党的领导作用,优化政府组织结构,健全相关体制机制。

Guided by digitization,networking and intelligence, "Internet +" enters the government is the general trend that can innovate the governance model and promote the modernization of governance. Combining government reform goals,Internet + based on the big data technology,will mine government data resources,analyze and optimize government processes,open communication channels,share government data and accelerate inter-sectoral collaboration. Zhejiang province’s "run once" reform takes public demand as the starting point,establishes "one window acceptance,integrated services" as reform goal. Combining cloud computing technology and big data analysis technology,Zhejiang province builds a data sharing platform and realizes non-discriminatory general department acceptance. From the perspective of path dependence, in the process of reform, Zhejiang provincial government has some problems, such as narrow understanding of reform concept, inter departmental interest conflict, system lag and cross departmental coordination problems, challenges of learning and applying new technology, etc. It is necessary to strengthen the reform concept, play the leading role of the Party, optimize the organizational structure of the government, and improve the relevant system and mechanism.
