党员干部下沉社区的长效机制探究——以新冠肺炎疫情防控为例

On the Long-term Mechanism of Party Members and Cadres in Charge of the Community: Taking COVID-19 Epidemic Prevention and Control as an Example

做好社区疫情防控是保障人民群众生命安全的关键。党员干部是社区疫情防控的先行者、领头羊,党员干部下沉社区是社区疫情防控取得突出成效的重要法宝。当前,我国社区疫情防控形势渐好,但就社区疫情防控的整体过程而言,也存在着整合性、保障性、传播性、制度性困境。因此,构建党员干部下沉社区治理的长效机制是解决问题的根本之道。党员干部下沉社区的长效机制具有稳定性、长期性、规范性、认同性等特征,探讨疫情防控形势下党员干部下沉社区的长效机制具有重要现实意义。文章从党员干部下沉社区的顶层设计、责任链条、动力机制、理论研究出发,结合社区治理理论,尝试构建党员干部下沉社区的长效机制。

Community based epidemic prevention and control is related to the vital interests of the people, and is the key to ensure the safety of people’s lives. Party members and cadres are the forerunners and leaders of community based epidemic prevention and control, and their responsibility for the community is an important magic weapon to achieve outstanding results in community based epidemic prevention and control. At present, the situation of community based epidemic prevention and control in China is getting better, but in terms of the overall process of community based epidemic prevention and control, there are also difficulties of integration, guarantee, dissemination and system. Therefore, the fundamental way to solve the problem is to build a long-term mechanism for Party members and cadres to take charge of community governance. The long-term mechanism of Party members and cadres in charge of the community has the characteristics of stability, long-term,standardization and identity. It is of great practical significance to explore the long-term mechanism of Party members and cadres responsible for the community under the situation of epidemic prevention and control. Based on the top-level design,responsibility chain, dynamic mechanism and theoretical research of the community in which Party members and cadres are responsible, this paper attempts to build a long-term mechanism of the community in which Party members and cadres are responsible.
