社区治理法治化助推城市治理精细化——上海市闵行区社区法律顾问制度的经验启示

The Legalization of Community Governance and the Refinement of Urban Governance: A Case Study on Community Legal Advisory System in Minhang District, Shanghai

在实现城市治理精细化目标的过程中,社区治理法治化是至关重要的环节。文章基于上海市闵行区社区法律顾问制度的个案研究,总结了社区治理法治化的创新模式和实践路径。社区治理法治化对治理理念、治理路径、治理机制以及治理规范的丰富与发展,有力地助推了城市治理精细化目标的实现。未来的城市治理中,政策制定者应通过加强党建引领、完善政府购买法律服务政策、大力营造多元共治文化氛围,协调社区治理法治化和城市治理精细化之间的关系,促进两者相辅相成、共同发展。

In the process of promoting the refinement of urban governance, the rule of law of community governance is a crucial component. Based on the case study of community legal advisory system in Minhang district, this paper summarizes and concludes the innovation mode and practice path of community governance under the rule of law. The legalization of community has effectively promoted the realization of the refined goal of urban governance through the enrichment and development of governance concept, governance path, governance mechanism and governance norms. In the future urban governance, the government should take three measures, namely, strengthening the guidance of party building, perfecting the policy of government purchasing legal services, and constantly creating a multi-co-governance cultural atmosphere, to coordinate the relationship between the legalization of community and the refinement of urban governance, so as to promote the complementarity and common development of them.
