地方普通本科院校转型发展的政策演进及导向

Policy Evolution and Orientation of the Development of Local Undergraduate Colleges

根据1998—2020年中央发布的教育政策,地方普通本科院校发展分为两个阶段,第一阶段(1998年--2014年)为由新建本科院校到合格本科院校的“新建期”建设阶段;第二阶段(2014年至今)为由地方普通本科院校向应用技术型本科院校“转型”的“新形态”塑造阶段。这对地方普通本科院校发展提出“新要求”,即向应用技术类大学转型,走以特色促发展的内涵式发展道路,推动现代高等教育体系的建立和健全。因此,政府、高校和企业应采取多方举措,尽快落实政策的“新要求”。

According to the education policy issued by the central government in 1998-2020,the development of local undergra-duate colleges is divided into two stages.The first stage(1998-2014)is the"new construction stage"traced from the newly established undergraduate colleges to the qualified undergraduate colleges and universities;the second stage(2014-2020)is the"new form shaping"transformed from local undergraduate colleges to the application-oriented undergraduate colleges and universities.This has made many"new requirements"for the development of local undergraduate colleges,that is,the transformation to applied technology universities,the connotative development path of promoting development with characteristics,and the establishment and improvement of modern higher education system.
