Research on Supply-side Reform of Rural Finance under Rural Revitalization Strategy

实施乡村振兴战略是实现“两个一百年”奋斗目标的必然要求。完善农村金融供给侧改革,有利于引导金融资源在农村合理配置,为乡村重点领域发展提供资金支持。文章以农村金融机构为主体,分析乡村振兴战略背景下金融机构改革面临的现实困境,提出乡村振兴中产业振兴是基础,而产业振兴需要高质量的金融服务作为支撑。发展乡村金融服务需要政府和市场协调配合,不同性质的农村金融机构应基于自身优势进行差异化竞争,同时秉行绿色金融理念丰富农村金融产品种类,与时俱进优化金融增值服务,并综合运用金融科技实现信用与风险的高效管理,真正让金融机构发挥职能,支持乡村产业持续振兴。

Implementing the strategy for rural revitalization is an important step in the process of achieving the“two hundred years”goal.Rural financial supply reforms have very similar purposes for rural revitalization.Therefore,the reform of the rural financial supply side will help guide the rational allocation of financial resources in rural areas and further provide financial support for the development of key rural areas and weak industries.The article takes rural financial institutions as the main research subject,and analyzes the practical dilemmas facing financial institutions in rural development under the background of the rural revitalization strategy.By drawing on the development experience of developed countries,the article proposes that rural financial supply requires the coordination of the government and banks.Rural financial institutions with different ranges of business and services should conduct differentiated competition,enrich the variety of green financial products,optimize financial value-added services,and comprehensively use financial technology to improve the efficiency of credit and risk.
