区域科技金融体系建设研究——以杭州市为例

Construction of Regional Science and Technology Financial System: Taking Hangzhou as an Example

为实现区域层面科技创新与金融创新的有效结合,缓解中小型科技企业融资困难,在实地调研、归纳分析的基础上,从区域科技资本市场、科技信贷体系和政策性科技金融3个维度出发,分析政府、银行、创投等科技金融利益相关者之间的协同合作关系,从融资角度搭建起区域科技金融体系架构,并进一步从资本聚集、风险分散、信息共享、约束激励等方面剖析科技金融资源促进科技创新的作用机制;最后结合国家创新型试点城市——杭州市的科技金融体系建设实践与取得的成效,实证研究独具特色的"四位一体"的"杭州模式",以期为其他省份落实创新发展,解决科技型中小企业融资难题提供参考借鉴。

In order to realize the effective combination of technological innovation and financial innovation at the regional level,and alleviate the difficulties of technology companies seeking financing,through on-thespot investigation and inductive analysis,starting from three dimensions of the regional technology capital market,technology credit system and policy-based technology finance,this paper analyzes the collaboration and cooperation between the government,banks,venture capital and other technology financial stakeholders,builds a regional technology financial system structure from the perspective of financing,and further analyzes the mechanism of scientific and technological financial resources promoting scientific and technological innovation from the aspects of capital accumulation,risk dispersion,information sharing,restraint and incentives.Finally,combining with the construction practice and achievements of science and technology financial system in Hangzhou,a national innovative pilot city,the paper makes an empirical study on the unique"four-in-one"Hangzhou Model,so as to provide reference for other provinces of China to implement innovative development and solve financing problems.
