摘要
中国各级政府通过人才工程来吸引海外高层次人才,赋予"人才帽子"称号并给予特殊保障措施,但是以"人才帽子"为表征的海归人才政策在实施过程中产生了异化现象,对中国学术环境造成负面影响。以山东省为案例研究区域,以海归学者为研究对象,通过文本分析和深度访谈,发现"人才帽子"异化现象是在中国逐渐加强吸引海外高层次科技人才以及将"人才帽子"作为重要政策工具的背景下产生的,并在人才工程实施过程中由于政绩考核的纵向叠加、政策配套的纵向叠加和行动者利益的横向叠加的"三重叠加"造成"人才帽子"的异化现象。最后,提出完善海归人才政策的对策建议。
The chinese government tries to attract overseas high-level talents through talents project,gives them"talent title"and special safeguard measures,but the talents policy for returnees which is in the form of"talent title",dissimilated in the process of implementation and had a negative impact on the academic field.Taking Shandong province as an example,carring out the policy text analysis and interview returnees,the paper found the alienation phenomenon of"talent title"result from the background of strengthening the attraction of returnees and in the process of using"talent title"to attract returnees,and result from"triple vertical stack"among government performance examination,supporting policies and actor interest.Finally,the paper puts forward suggestions for talent policy making.
