摘要
研究基础设施是科学研究和创新发展的基础和物质条件,其投资回报受到政府部门、管理方、科学家等利益相关方的关注。OECD构建了一套由核心影响指标与全面综合指标组成的评估参考框架,为研究基础设施的科学、经济与社会影响评估提供了有利的政策工具。本文从评估逻辑模型、指标框架、如何使用评估框架三个方面对该框架进行详细的介绍与分析,总结该评估框架的特点,并据此从影响评价的理念、指标框架的"嵌套式"设计、指标的选择与非强制性使用,以及差异化评价等方面对中国开展重大科技基础设施的管理与评价提出建议。
Research infrastructures(RIs)is the foundation and material conditions for scientific research and innovative development,and its return on investment is concerned by government departments,managers,scientists and other stakeholders.The OECD has established a reference framework for assessing the scientific and socio-economic impact of RIs,which is composed of core impact indicators and comprehensive indicators.This framework provides favorable policy tools for stakeholders of RIs.This study describes and analyzes the logical model,indicators list and how to use the evaluation framework in details.It summarizes the characteristics of the assessment framework.With the analysis,the paper puts forward suggestions on the management and evaluation of major RIs in China from the concept of impact assessment,the"nested"design of indicators framework,selection and non-compulsory use of indicators,and"differentiation evaluation".
